Snow Emergency Plan For The Weekend
According to the latest forecast, the first snowflakes in Howard county are expected by early afternoon and will continue late into Saturday night. Therefore our plan of action will be as follows:
- Friday, 5 February 2010: At this time we plan to have Jumma prayers at Dar Al-Taqwa as scheduled (1:30 pm). We will announce plans for the rest of the day after Jumma inshallah.
- Saturday, 6 February 2010: All activities are cancelled and the facility will remain closed.
- Sunday, 7 February 2010: We will make the determination Saturday night.
The Shura will continuously monitor the changing conditions and will provide updates to the community with respect to the facility operations as needed throughout the weekend.
2 Jumma Prayers at Dar Al-Taqwa
We at DAT are very apprehensive about this situation, and tried our best to diffuse it by implementing parking restrictions in and around DAT.
However, a number of options were considered to resolve the progressively deteriorating situation, and finally the Shura committee has voted to implement two Khutbat-al-Jumma at this facility immediately. Hopefully this decision will help us to improve the parking situation and avoid further inconvenience to our neighbors and the community.
As of February 12th,2010 the Jumma Schedule will be as follows:
- First Khutbah will start at 12:30 PM sharp
- Prayer will begin at 12:55 PM
- Everybody must leave before 1:15 PM to accommodate parking for the 2nd Khutbah
- Second Khutbah will start at 1:45 PM sharp
- Prayer will begin at 2:15 PM
Please note that the overflow parking restrictions announced before will stay in effect.

Jumma Parking Reminder
- Please use Cedar Lane Park West, which is located right across the Board of Education Bldg and is accessible thru Cedar lane, for all overflow parking (see map below). A shuttle will be provided to transport people to and from DAT.
- No parking in the Cedar Lane Park across from DAT or along the road leading to that parking lot from Route 108. This is to avoid unsafe situations that are caused when people have to walk across Route 108 to get to the DAT.
- Please do not walk between the DAT and the Cedar Lane Park or along Rte 108. Use the shuttle bus.
- No parking is allowed along Route 108 between Eliotts Oak Road and Cedar Lane. The State Highway Administration will post ‘No Parking’ signs and the Howard County Police will issue parking tickets for violations.
- Please do not stop in the traffic lane to drop off or pickup passengers in front of the DAT gate in order to avoid traffic backup on Rte 108. Proceed to the overflow parking lot and use the shuttle.
We specially request those brothers and sisters who come early for Jumma to park in the Cedar Lane West parking lot and use the shuttle bus. The shuttle bus will be available at the parking lot starting 1:00 pm.

The program is designed to completely transform your child’s daily activities from the routine of a young Muslim man in the US during a school break, to a focused and intensive format with a diversity of activities such as spending time learning from a scholar at the Masjid Al-Haram, to praying jummah with tens of thousands in front of the Kaaba, to visiting orphan kids in Jeddah, to getting exposed to a different culture, to visiting the battle fields of the past, and reading Quran foot steps away from the Kaaba and in the Rowda Al-Sharifa.
Eligibility & Restrictions
Program is open to youth ages 16+
Teens participating in the program must provide two recommendation forms, and write a short letter of interest (250 words – limited to one page).
Program is competitive and interested teens need to submit the recommendation letters and statement of interest by the deadlines below.Group

Recommendation Letters
Applicants should follow these guiding points:
- Each participant needs to submit two recommendation letters, one is preferably from a school teacher.
- Letters are accepted from teachers, coaches, Masjid Imam or employer.
- Letters should reflect the recommender’s opinion on the applicant’s level in the following areas: (1) leadership, (2) teamwork (3) listening skills, (4) maturity, (5) motivation and initiative level (6) attitude and flexibility and (7) articulation.
- Letter should indicate the relationship of the recommender to the applicant.

Jumma and Large Event Parking Instructions

Effective Jan 21st, 2010
Over past several months, the overflow parking situation around Dar Al Taqwa (DAT) on Fridays has steadily worsened. Various Howard county offices (police department, fire department, department of parks and recreation, etc.) have been deluged by complaints from the neighborhood. Most of these complaints relate to illegal or irresponsible parking of cars in the vicinity of the DAT on Fridays that cause unsafe conditions or inconvenience to the neighbors, including:
- blocked driveways and access lanes;
- parking on private property;
- parking within prohibited space around fire hydrants and curbs;
- parking on the street shoulders in a manner that impedes traffic;
- running across Rte 108 in front of high speed traffic with young children;
- stopping in the middle of traffic lanes on Rte 108 to drop off passengers thereby creating backup and traffic jams;
The situation is reaching a boiling point to the extent that neighbors are starting petition campaigns against the DAT and threatening legal actions. There are already conditions attached by the county to our expansion plans that limit our ability to grow the masjid because of the complaints from the neighbors. But most importantly, as Muslims, we are in violation of one of the fundamental tenet of Islam – to be mindful of our neighbor’s needs. We all know how much the Prophet (SAW) insisted on taking care of our neighbors.
In light of the above, the DAT Shura looked at various options to mitigate this situation and address our neighbor’s legitimate concerns, and decided on the following course of actions effective immediately:
- DAT has acquired permission to use the west side of the Cedar Lane Park, which is located right across the Board of Education Bldg and is accessible thru Cedar lane. All DAT overflow parking will be in the first parking lot there (see map below). A shuttle will be provided to transport people to and from DAT.

We ask Allah (SWT) to give us success in implementing this plan, and pray that these efforts bring harmony between the DAT and its neighbors. We strongly urge each and every community member to please follow these rules so that we can demonstrate to our neighbors that Muslims are law abiding people who can live with harmony and peace with them.
DAT Shura Members Update
Alhamdulillah, the Dar al Taqwa (DAT) Shura board concluded designating its officers on Monday 11 January, 2010 following the elections on 12 December, 2009. It has been agreed upon that the newly elected Shura members Br. Ahmed Siddiqui will assume the position of Community Affairs (formerly Public Relations) and Br. Salim Hira will take over the Treasurer (Finance) position.
In addition, the Shura board, in accordance with the DAT By-Laws and after a thorough debate, selected Br. Mumtaz (who had the next highest votes from the December election) to fill the vacancy created by the resignation of Brother Ayman Nassar from the Shura board. Brother Mumtaz will retain the position of Chairman. This was also in accordance with the DAT By-Laws.
The remaining Shura members will retain their current board positions and no further changes are needed, Alhamdulillah.
The DAT Shura board will therefore consists of the following individuals effective 1 February, 2010:

The National Council Fellowships: 2010 Washington, D.C. Summer Internship Program
When: June 1 - August 6, 2010
With Whom: The program is administered by National Council professionals and staff, together with more than two dozen of America's foremost scholars and leading foreign affairs practitioners. The programs, activities, and functions represented by the organizations and corporations that provide the professional work experience component of the program are varied. Included are educational development and exchange, bimonthly and quarterly publications, humanitarian relief, public broadcasting, academic area studies, international transportation, foreign trade, and peace and justice advocacy. An additional feature of the program is site visits to public and private sector institutions such as Arab embassies, energy corporations, congressional committees, and executive branch agencies.
| About the Program |
The National Council's Summer Internship Program combines professional work experiences with a parallel two-month series of seminars conducted throughout the week either over the noon hour or in the early evening hours. Our goals are: (1) to provide interns with firsthand experience behind-the-scenes of the foreign policy analysis and advocacy process in Washington, D.C.; (2) to provide a strong academic component dealing with U.S. political, economic, and cultural relations with Arabia and the Gulf region; and (3) to introduce participants to career professionals in government, business, journalism, and NGOs as well as to highlight the wide range of career opportunities awaiting those who aspire to work in the area of U.S.-Arab relations.
As complements to the program, interns will also be exposed to D.C. in a less formal manner via films, cultural events, embassy and museum visits, off-the-record conversations with former diplomats, group dinners, and suggestions for exploring the sights of D.C. This will allow students not only to experience living and working in the city but also encourage them to appreciate all the cultural diversity and the exciting cultural and educational opportunities available in the Capital area.

A $150 non-refundable program fee must be submitted with the application. This fee helps to defray the costs of administering the summer internship program and the accompanying seminar program. Internship program participants, upon successful fulfillment of the program's academic and internship requirements, receive a $1,000 fellowship stipend.

Interested undergraduate or graduate students should send a letter of interest to the National Council office by mail or e-mail. This letter should provide basic information about yourself, your interests, previous course work related to politics, economics, foreign policy, and the Middle East, and some indication of the type of internship that would most interest you. In addition, the National Council asks that you submit:
1) A double-spaced essay (no more than 2-pages in length) on the topic:
U.S.-Arab Relations: Changing Perspectives in the New Decade - 2010 and Beyond
2) A resume or curriculum vitae
3) Transcripts of all university-level work
4) Two letters or recommendation, at least one of them from a faculty member who knows your work well

Nearly 170 students have participated in this program to date. Some have joined the U.S. Foreign Service. Several work as staff to Members of Congress or congressional committees dealing with matters of foreign policy. Many have proceeded to graduate school to obtain their masters degrees or doctorates in international relations with an emphasis on the Arab countries, the Middle East, and the Islamic world. Some have been employed by the National Council and other non-governmental organizations. These are just a few of the opportunities that program alumni have encountered.

Objectives of the Competition
1- To service the Holy Book and promote the general standard of Quranic performance;
2- To create a sense of competition in the recitation initially and memorization later of the Holy Quran and encourage young Muslims to perfect recitation;
3- To give both genders the opportunity to promote the general standard of the Quranic performance by way of recitation and memorization;
4- To honor outstanding reciters of the Holy Quran at the local Metro Washington (MD,DC and VA)levels;

Competition is open to all Muslims between 6 years old and above, grouped by grades below.

Participants should register for the proper grade they are in. However, if they feel then can compete with other upper grade levels they have to make that clear in the application.
The winner participants of 1st competitions can’t compete in the same grade level as last year.

DAT Parking Access Expected 7pm 12/21/09
Parking lot snow removal has been resumed and we expect it to be completed by 7pm 12/21 inshaa Allah. Vehicular access to the parking lot at that time should be feasible.
UPDATE: Dec 20th, 5:30pm.
The parking lot cleaning process continues. The contractor started clearing at 6:00 am this morning Sunday Dec 20th, unfortunately before much of the snow could be cleared the cleaning equipment broke down. The shura has been actively in contact with other contractors to come in and clear the parking lot. However, due to the large amount of snow the cleaning process is not expected to be completed prior to later hours of the night or early Monday.
At this time all activities remain canceled for Monday 12/21, until further notice. The DAT parking lot remains inaccessible to vehicles, and the musula areas remain open for prayer. For more information on the status of the DAT parking please email shura@taqwa.net

Due to the expected record snow fall until early Sunday morning, and the inability to remove snow during precipitation, the DAT entrance will no be accessible to vehicles and all external grounds will be not be usable. DAT services, activities or programs are canceled effective Dec 18th 11pm, until further notice.

We thank Allah (SWT) for blessing us with a strong community which looks after each other, and we thank all those who attended the general body meeting and provided suggestions and shared in the disucssion.
